The changes would give state government more flexibility in retaining and recruiting top talent and would make Colorado an even more military-friendly state.

Why Yes on S

Colorado’s personnel system, which affects nearly every business and private citizen in the state, has not been updated in more than 40 years. Amendment S will modernize government so that we hire and promote the best employees, increase accountability and help veterans who serve our country.

Attract jobs: Our outdated hiring process directly contributed to a recent backlog of 1,800 permits and licenses for the private sector. Amendment S will allow the state to move at a 21st-century pace, reducing the drag on the private sector and making Colorado more business-friendly.

info

Promote and hire great performers: Currently, the only way the state of Colorado can assess a job applicant is through standardized testing. Amendment S ensures that applicants are judged on their ability, talent and their test scores so that the best candidates are hired and promoted.

info

Prioritize veteran hiring: Amendment S gives veterans real preference so they can get the job they deserve in state government. These changes make Colorado more military friendly and will ensure that we treat our veterans with the same respect as other states do.

info

Create more effective government with better service: Each year Colorado taxpayers pay to recruit and train seasonal workers in our parks and other departments, but our current system doesn’t allow experienced, well-trained employees to return the following year. Amendment S allows our state to bring back experienced workers for seasonal work while keeping protections in place for employees.

info

Increase accountability: Amendment S makes employees more accountable to department heads and facilitates the creation of effective teams of employees. It also shortens the terms of Personnel Board members to ensure greater oversight of the departments.

In short, Amendment S is about modernizing government, giving our veterans the same advantages that other states offer and providing better service for Colorado’s residents and small businesses.

What if nothing had changed in 40 years?

Our technology, our culture, our lives, have changed dramatically through the years. But our state hiring laws haven't changed in generations.
