The Yes on Measure S campaign is officially underway. Fresno County voters will soon decide whether to keep local transportation dollars working to fix our streets. Measure S funds the projects residents say matter most, without raising taxes. It followed a citizen-led petition drive and the legal process required to appear on the ballot. Now, Measure S has secured its place on the November 3 ballot. Fresno County voters get to decide for themselves.
A Citizen-Led Effort, From Petition to the Ballot
Measure S was created by our communities, for our communities. The money can only be used how our communities say it should.
The Better Roads, Safe Streets initiative was organized by a broad coalition of everyday Fresnans. This includes small business owners, teachers, nurses, and community and labor groups. Tens of thousands of Fresno County residents signed petitions to put the measure before voters. Together, we gathered more than 32,000 signatures — well above the roughly 21,900 required to qualify.
Like our roads, the path to the ballot wasn’t smooth. After the initiative qualified, the Fresno County Board of Supervisors voted 3-2 to order a study. This delayed the measure rather than immediately placing it before voters. The delay risked pushing any vote all the way to March 2028. That’s well after the existing Measure C funding was set to expire. Thanks to Assemblymember Esmeralda Soria and Senator Anna Caballero, Assembly Bill 1923 was introduced as urgency legislation. It guaranteed Measure S would reach the November ballot, as voters intended. The Fresno County Board of Supervisors sued to block the law. But on September 1, the Fresno County Superior Court ruled in favor of the people’s right to petition. The Court found that the Board of Supervisors’ actions would have blocked voters from exercising their democratic right to vote on a local ballot measure with major fiscal implications for the county.
The outcome affirms what supporters have said all along. Voters, not politicians, should decide how local transportation dollars are spent. Now it’s up to Fresno County voters to decide the future of local roads.
What’s in Measure S
Measure S continues the existing half-cent transportation funding voters first approved in 1986 under Measure C. That funding expires in June 2027. Measure S keeps the sales tax rate the same. It renews and updates the existing funding plan. Every city and town in Fresno County gets their fair share to fix potholes and repair dangerous intersections. It also helps firefighters and paramedics reach emergencies faster. And it makes it safer for kids to walk and bike to and from school.
Measure S:
- Keeps local dollars here, controlled by local communities, not politicians. Funds are legally protected in a special account the state can’t touch. The money can only be spent the way Fresno County residents say it should be.
- Makes our roads safer by repairing roads, fixing dangerous intersections, and upgrading traffic signals and lighting. This helps ambulances, fire trucks, and police respond faster. It also keeps drivers, cyclists, and pedestrians safer.
- Saves all of us time and money by fixing the worst roads first. This prevents costly vehicle repairs for working families. It also makes it easier to get where we need to go.
Of every dollar, 65% — nearly $5 billion — goes directly to repairing and maintaining neighborhood streets and roads. That’s twice as much as Measure C has ever dedicated to neighborhood streets and roads. The rest improves public transportation, including free transit for seniors aged 62+, students, veterans, active-duty military, and people with disabilities. It also enhances connectivity along major corridors between communities. Just 1% funds independent oversight and annual audits, so residents can see exactly where every dollar goes.

Is this a new tax?

An independent Citizens Oversight Committee, annual outside audits, and a public project database track every dollar Measure S spends. The Fresno Council of Governments, every city, the County, and each transit agency must report their progress. Each is also required to complete an annual audit. That way, residents can see exactly where their money goes.
